ENG-TECH provided environmental consulting services for the Phase I, II and III ESAs at the site. This involved conducting historical research to identify areas of potential environmental concern (APECs), and contaminants of concern (COC) associated with the industrial businesses that operated on the site. A Phase II ESA was performed on the site to address the APECs and contaminants of concern (COCs) identified within the Phase I portion of the ESA. This site had a century-long history of heavy industrial use: first as an integral part of Winnipeg’s first railway system, then as the site of a paper manufacturing mill. The large size of the site coupled with the extensive and varied industrial use it had been subjected to greatly increased the complexity of this project. ENG-TECH provided extensive and comprehensive remediation plans for this site in order to accommodate future non-industrial development planned by the site owner.
